Board Rejects New Charter Application

In a 6-3 vote, the Board of Education voted to deny Global Leadership Academy’s application for a charter high school. Board members cited numerous reasons for their votes, including the substandard proposed curriculum and the questionable affiliations with charter management organizations and legal firms. Two board members cited plummeting academic scores at GLA’s Renaissance charter, Huey Elementary. President Reginald Streater cited GLA’s failure to remedy an issue that the board cited in its previous denial–the organization’s claims that it was GLA but not really part of GLA.  As APPS’ Deb Grill said in her report about GLA CEO Naomi Johnson-Booker’s claim of non-affiliation: “That might be true if one doesn’t count the name, the academic model, the relationship with business consultants Charter Choices, and her position as CEO of GLACS.”  Grill, in her testimony, reminded the board that over half of the city’s charter schools are under-enrolled, thus there is no need for any new charter school.

The consideration of even one application for a new charter costs the district dearly in time and money. Two hearings preceded this decision. The Charter School Office must conduct an in-depth evaluation of the application and review hundreds of pages of attachments. CSO Director Peng Chao gives presentations to the board at several points in the 6-month process. At this meeting, Chao gave another extensive presentation on the GLA application, followed by a lengthy question-and -answer session from the board. In addition, the board’s deliberations just before the vote took over half an hour, and fourteen of the thirty approved speakers addressed this one topic. Three elected officials spoke in support of the GLA application.

Democracy Dies in Darkness

The board’s speaker suppression policies are now doing double duty: not just to keep members of the community from speaking but to keep them out of the room altogether. A guard at the door to the auditorium told Lynda Rubin she could go in because she was on the speaker list but barred Lisa Haver because she wasn’t.  Haver had tried to sign up but was told by the board that she would not be one of the 30 chosen speakers. She told the guard he could arrest her but that she was going in. Last month some APPS members were detained downstairs because they were not on the list.  

We wrote to the board after the April incident, pointing out that they had only set up 82 chairs in an auditorium that seats 240 people. Thus, the same people who were denied the right to speak now no longer have the right to be present. Did the board not want APPS to witness its voting to spend over $500 million in taxpayer money on 78 official items?  Or voting on a charter application that would cost the district hundreds of millions over the next five years?   A governmental body not accountable to the public can become tyrannical and dictatorial. We need an elected school board.

Board Must Deny All New Charter Applications from Global Leadership, Aspira and Perseverance

This district opened its first charter school in 1998.  Every year, those lobbying for and profiting from the privatization of public schools have promised to improve education for the city’s children.  They said that the district had an obligation to create charters for the good of the children and the community.  Twenty-five years later, we can see that the charter experiment foisted upon the city and its families has failed.  Because of the backing of well-funded PACs and special interest groups, with their increasing political influence, charters have avoided accountability to the same communities they made 6their promises to.  

The district has had many years to learn that the aspirational language of charter apps is rarely achieved.  Charter renewal evaluations don’t measure whether the schools have fulfilled their promises of innovation; they cite standardized test scores and other data.

Board Must Reject All New Charter Applications

New Charter Applications Hearing:  December 20, 2022

Four charter applicants, all of whom are currently operating charter schools that have failed to meet academic and other standards, have applied to the School District of Philadelphia to operate more. The opening hearing is a pro-forma “public” event in which charter representatives are each given 15 minutes to explain the mission of their proposed schools, with the district providing technical support for the on-screen presentations.  Members of the public, on the other hand, are given only two minutes each to state their positions for or against the creation of new charter schools.  The Board of Education seems to have gone out of its way to exclude the public from this hearing. They posted the legally required notice, in very small print, in the classified section of the Philadelphia Inquirer, but they posted no notice on the district’s website in any banner on the board’s page nor the charter schools page. APPS members and others with previous knowledge of this process hunted through the website, finally locating a small notice in the board’s calendar. Despite the fact that all board meetings have been held in person for over a year, and that all district schools and offices are open, the board is holding all charter hearings via zoom. Why?  In-person meetings have always been considered more informative, since presenters to a live audience are more engaging for all. They also provide an opportunity for people on both sides of the issue to organize and bring a unified message, as members of the Kensington Health Sciences Academy did in 2019. Their actions garnered community support and media attention. When the Board decides arbitrarily not to have fully public hearings, they are using yet another means to impose their speaker suppression policies.  Our December 15 letter to the Board asked for fully public hearings: “Consideration for charter applicants and operators should not take precedence over the rights of the community to be fully present and to express their support or opposition to new charter applications as both individuals and organizations.” The Board has not replied.
