School District of Philadelphia System Success

Good afternoon. I am Barbara McDowell Dowdall, Philadelphia public school graduate (Fitler, Roosevelt and Girls’ High), god parent of two students at C.W. Henry Elementary School, and a member of the Alliance for Philadelphia Public Schools (APPS).

Prominent figures in public life have said:

“…every child, no matter their zip code or their parents’ jobs, deserves access to a quality education”.*

[I favor] school choice and “good schools that are held accountable for their outcomes.”**

“I believe there ought to be school choice, so that parents can choose within the public school system.”***

Can we today say to charter applicants from near or far, to our state legislature, to the Commonwealth Department of Education that                                                                                                 a. We do not need a constant stream of additional charters based on random whims of folks from around the country or expansion wishes of charter chain sub districts within our city limits, and     b. We commit ourselves here today, with a firm belief in the talents and dedication of our school staff — kindergarten teachers to superintendent, nurses, counselors, office and custodial – to make every traditional public school in our system of care (now, returned or re-opened) a school that any family would choose for their child.
