School District of Philadelphia Tony Watlington Sr. has released a $2.8 billion Facilities Master Plan that, if passed by the Board of Education, will have a devastating effect on communities in every part of the city. The latest draft of the plan, issued on February 27, recommends 18 permanent school closures, 12 co-locations, 8 buildings to be given to the city at no cost, grade band changes in 34 schools, 16 catchment areas redrawn affecting approximately 33 schools in over 20 zip codes, and modernization projects at 159 schools to begin in 2032. Schools targeted for closure are fighting to stay open. With a couple of exceptions, no meetings were held at schools facing grade conversions or catchment area changes. Most of those recommendations, in fact, were issued weeks after the original plan.
There are no projected costs for any of the recommendations or modernization projects in the plan.
The Watlington administration and its consultants have assembled a house of cards. If a middle school is built in South Philadelphia, then students would feed into certain high schools. If a school is built in Kensington, then the catchment maps would be redrawn for the three high schools in that neighborhood. If the district creates an honors program in one high school, the students who transfer to the school after theirs was closed might get into that program. And the one that the entire plan balances on: If the district receives more funding from the state and if the district raises funds from unnamed philanthropic sources, they might be able to make improvements to over 150 school buildings. At almost every meeting, board members implore the public to call their representatives in Harrisburg and ask them to fully fund public schools. Yet this plan assumes that Harrisburg will fund a large part of it. How can the district base a comprehensive 10-year plan on imaginary funding?
The district touts its public engagement and implies that their final recommendations came out of its community meetings. APPS members attended meetings in 2024, 2025, and 2026. We heard no one in any neighborhood ask for school closings. Nor did we hear anyone ask for their elementary school to be converted to a middle school or vice versa. After their latest online survey, the district had to admit that respondents expressed opposition to any school closings. Parents, teachers and principals pushed back against the misinformation the district was presenting on school capacity, project alignment and neighborhood vulnerability. Members of some of Watlington’s ten appointed advisory committees raised concerns in the press about the skewed data. (All of those advisory committee meetings were closed to the public; the district never released any committee findings or recommendations.) The plan lists Utility/Capacity scores for each school but no enrollment figures.
Members of school communities facing closure have also expressed frustration with the district’s misrepresentation of the schools’ achievements, history and building conditions. In almost every meeting, they asked a simple question: Why are you closing our school? They never heard a direct answer. They did hear this non-sequitur: the district wants to strengthen comprehensive high schools. But as one Robeson High teacher told them, “You don’t have to gut one school to bring more resources to another.” The district cannot justify closing schools with high graduation rates, high college acceptance rates and strong parent and community support.
People have had to wade through the disinformation, misinformation and deceptive language in the district’s presentation. Board members and district representatives in recent meetings now imply that this is a budget issue even though their own original presentation said, “This is not a budget issue.” They talk about the average age of district buildings but admit that it doesn’t mean the targeted schools are in unsafe buildings, nor do they give a recalculated average after buildings are closed. They use the term “mergers”, claiming, for example, that they will create an environmental curriculum at Roxborough High that Lankenau students will have “access” to. But they don’t say that the program will not be exclusive to former Lankenau students, that it will be open to all Roxborough students equally. Former Robeson students may have “access” to an honors program at Sayre High School, but they are not guaranteed admission. District staff imply that teachers will have special preference to follow their students to a new school, but there is no truth in that. They use language that implies that after they close a school it will somehow exist in another location. In reality, the school will be gone, the teachers and students dispersed, and the principal reassigned.
Watlington has yet to explain how, and under what authority, the district can give away millions in real estate assets to the city, which has a capital budget of over $4 billion. One board member pointed out at a recent meeting that the district has not conducted any assessment of the buildings in question. The plan repeats Mayor Cherelle Parker’s claims that the buildings would be used for housing or workforce development. But as one labor leader pointed out at last month’s board meeting, it is not the district’s priority to further the mayor’s political agenda. If the board votes to give away the buildings, the district will have no say in whether the city uses them for affordable housing or for luxury condos.
The board has refused to say when it will take a final vote on the plan. They will not rule out voting at its March 26 action meeting. The board’s lack of objectivity has become more obvious in recent weeks. Board President Reginald Streater testified alongside Watlington at a February 17 City Council hearing, defending the plan as if he were part of the administration. Streater’s March 10 commentary in the Inquirer did little more than echo the administration’s talking points. Streater did not explain how closing schools would benefit the city’s children. He did not explain where the funding for the $2.8 billion plan would come from. He alluded to the 2023 Commonwealth Court ruling that the state had failed to fund schools adequately—while pushing a plan that only works with millions more in state funding. In September 2024, as the public process began, Streater told the Inquirer that the district would be including its 17 Renaissance charter schools in the public process. About half of the city’s charter schools are under-enrolled. But the final plan included only the 217 district schools, omitting all charters.
Watlington and the board tout their public engagement process. They imply that the final plan is based on what they heard at community meetings. But no one at any meeting APPS members attended asked for their school, or any school, to be closed. The district admitted that those who answered their online survey expressed overwhelming opposition to any school closings. There was no push for co-location, either, perhaps because the district didn’t really explain how that would work. The district’s presentations never raised the possibility that numerous elementary and middle schools would lose grades, add grades, or convert from elementary to middle schools.
In fact, members of school communities recommended for grade band changes were taken by surprise. The district held no meetings at any of those schools. They did not send any representatives before the recommendations were made part of the plan. Many schools knew nothing about it until they received an email on February 27–one month after Watlington released the initial plan naming the schools to be closed and relocated. The emails presented the grade band changes as fait accompli. There was no notification of when the board would be voting on the changes nor any instructions on how they could testify for or against it.
Even before the plan’s implementation, the damage has already begun. Teachers at schools that are being phased toward closure, including Stetson and Harding middle schools and Penn Treaty Middle/High school, have testified that they will lose resources every year because their students will begin to transfer next year and, of course, no parents will want to enroll their children in a school they will never graduate from. Parents from Germantown and Fairmount told the board that the plan would be creating school deserts in their neighborhoods.
The plan’s most shocking feature is its lack of humanity and empathy for the city’s children and their families. Watlington and board members said little to acknowledge the devastation that the loss of a school has on all of the members of that community. Closing Fitler elementary in Germantown, for example, would mean the loss of one of the longest operating schools in the city. One parent described it as “heartbreaking” in an Inquirer story, that it feels like “a family member is dying.” CASA president Robin Cooper concurred, saying that the loss of such schools represent “a loss of history” and that “chools are a family, and some families are breaking up.”
Elected officials have taken up their constituents’ fights to save their school and their district. City Council members have testified at both January and February board meetings. Councilmember Jamie Gauthier told the board at a February 17 Council hearing that the plan represented “just a complete lack of thought and consideration for really important programs.”
The plan represents a betrayal of everyone who fought to bring back local control after the state-imposed School Reform Commission voted to close twenty-three public schools in 2013. It is a betrayal of the parents who have sent their children to neighborhood schools and to the alumni and community members who have supported schools through their donations and volunteer work. The plan especially betrays the teachers, staff and administrators at under-resourced schools who over the years have weathered the storms of privatization, charterization, over-testing, disastrous enrollment policies imposed by district administration, and disruption from one superintendent after another.
